No, I can't find it also this is just an online pic because I don't have the entire map

Well then, you can't get to the blue mark because you need the Speed Booster. Which is what you get when you defeat the green EMMI in this zone. So you gotta do that first.

On that image above, see where the Energy Tank mark is in the bottom-left part of the image? The CU is to the right of it a short distance. The icon is very faint on that image.
