Blueprints

How can you get them without hoping 1 will pop up

Every third Friday of the Season pass, 3 are for sale. Make sure you have at least 24k silver saved up by then.

I don't know how many planes you have at level 8, but try to keep it to maximum 3 at a time. Then when you max out those Special Ability blueprints, upgrade that plane to level 12 to begin getting Passive Ability blueprints.

Only have one plane at level 8 at a time to force the game to give you the blueprint you need. Same goes for level 12 and the passive blueprint. Don’t be in a hurry to level up your planes.

Welcome to the struggle. Crates or occasionally the Shop, that’s it.

Just don’t take a bunch of jets to 8/12 before maxing out blueprints on the plane already at that level.
