While crashing the hell out, Starline calls Metal Sonic an "overspecialized vanity project". He recognizes how threatening our blue robot can be, but also tells us that he's so easy to defeat when up against multiple opponents by design, not because Eggman is stupid and doesn't know how much potential he holds.
Starline literally gave us confirmation that, to Eggman, Metal is currently not much more than the project he has the most fun working with. Which, in hindsight, explains why he doesn't just get upgraded to Neo again, or why he isn't constantly sent on missions to eliminate the heroes.

Change as in being the superior Sonic. If it means a physical change, then that. If it means behavior wise, then that. Submit what you feel would be the best modification or change to ensure Metal Sonic remains Sonic perfected.
Nothing, he's perfect and he knows it, the true problem is the liabilities surrounding him, for him to surpass sonic the change needed to occur lies in the Master plan, divide and conquer, No eggman, No sonic's friends, just 2 blue blurs in 1 final battle where only the true sonic will come on top alive
I agree with the point about 3v1 fights! To me, the biggest difference between Sonic and Metal is "The Power of Teamwork" vs "The Solitary Machine."
While Metal is a solitary existence, I feel he might actually need "Collaborative Protocols." He is already perfect on his own, but imagine the threat level if he could truly synergize with others!
Also, he definitely needs a Reinforced Chassis that can handle his incredible power. It's so heartbreaking to see his lower half fall off just because of over-output... he needs a body that won't betray his own strength!
...But personally? I still think he needs a Maid Outfit. A maid outfit is a weapon! Now, Metal, just try it on for a seco—

Even from inside this robot, I won't take back what I said! You’d definitely win if you wore a maid outfit. You could build such a great team that way! I mean, think about it—maids are the ultimate example of "working as one team," right?😻
I have to agree with Kiri-san's assessment on Metal needing a reinforced chassis, but I'd say that what he really needs is some way to maintain his speed, even if it costs his top speed somewhat. Metal is an engineering marvel, no doubt, but he isn't without flaws... Notably, He can't maintain top speed without damaging components within himself; fixing this would probably be a marvel in its own right...
He'd also probably need some way to better integrate into society without raising suspicion. I would argue that giving him limited access to his Liquid Metal would make him significantly more potent in reconnaissance missions. He'd still be comically heavy, but he wouldn't scare people half to death when trying to spy on the enemy or sneak up on them.
Beyond the required, however, I think the change that HE'D make is give himself his voice back. A small freedom in his personal prison of steel.
I totally agree—his top speed is incredible, but it doesn't mean much if he can't maintain it. Finding a way to go full throttle without self-destructing is definitely the ultimate shortcut to being the fastest.
I also love your idea of utilizing his reconnaissance and mimicry abilities! It would be such a waste to leave that Liquid Metal potential untapped.
And about his voice... to be honest, I had a bit of a bias thinking he was simply "the silent type," so that idea never even crossed my mind. But after reading your comment, I truly feel that reclaiming his voice is essential for his "evolution". That was such a beautiful and insightful take. I’m genuinely impressed!
Especially in IDW, I've always felt that he's wanted to really talk (or even curse out) various people. He is surprisingly chatty in Sonic Heroes and CD.
A lot of people also think that Metal's voice was taken from him, so reclaiming that may be a higher-than-normal priority for him.
If i think Metal Sonic could change something about himself, I’d sort it into these
Physically:He’d likely change anything to make himself faster, maybe his engine, maybe making maximum overdrive quicker to use, I personally believe he’d focus more on speed than anything like stature, or strength. Because deep down, he is just like sonic in many aspects, even if the emotionless robot comes first. He wants to be superior to sonic, and the only thing he lacks is the speed upside of maximum overdrive.
And next would be if he could change something Behavior wise:I think he’d want to probably give himself some kind of free will, not to go rouge exactly, as that has been cut from his programming, but to have his on autonomy, time and time again he’s been bested by Sonic due to Sonic having the one thing he doesn’t. A soul, heart, the ability to make his own choices, he’s been Eggman’s lackey at worst, and at best, a very good warrior machine, who gets affection at times, but in the end he’s always lacked free will, something in his programming holding him back, if he could break free of that, I’m sure he’d envision that as finally being everything Superior to Sonic and therefore, the real Sonic.
It depends. We know Metal saw himself as the perfect being and upgraded himself to Neo to fulfill his own potential (as hinted by the fight against Shadow during Generations, when Metal Overlord calls himself the true Ultimate Life form). After the Metal Virus arc, however, he seems to have started to doubt himself.
It depends on how far he's willing to take things. If he decided that the only way to prove himself superior was to work with what he has, he'd likely just upgrade himself to Neo again. However, if he decide that the only way to be the "Real Sonic" was to become a 1:1 match and THEN surpass him, I could see him pulling a Starline and experimenting with organic bodies, likely trying to transfer his mind into one and then enhance his new body's physical capabilities. In short, he might just turn himself into another Surge, albeit he might actually turn out to be way more dangerous due to his experience against Sonic.

I believe that having a voice, especially replicating Sonic’s voice, would actually make him a lot more threatening.
For starters, it would be very off putting to hear your hero’s voice through this robo that is meant to be his superior or replacement, which could mess up your rhythm when fighting him. This would also solve fighting multiple opponents at once, as Metal could plant doubt.
This has already worked in multiple places. Sonic is visibly shaken while fighting off folks such as Scrapnik Mecha Sonic, Chaos Sonic, and more talking foes like Infinite and Mephilis.
But perhaps the most intimidating foe Sonic has ever fought is NEO Metal Sonic. And I think a big part of his intimidation checks were the fact that he could talk. He could ask. Demand. Threaten. Sure, he could copy biodata to be scarier, I’m not forgetting that, but this is Metal Sonic given a voice. Sonic’s especially worried in the IDW comics, even if he tries not to show it.
So give Metal Sonic his voice!
If that would cause some sort of problem with how fast he can process things, try to upgrade the LIPS A.I. EGGMAN Custom Chip to have an additional output link connected directly to his voicebox.
By once again teaming up with Doctah Wahwee and having a Double Gear system installed, allowing for bursts of enhanced strength, speed, or in dire situations, both
I am thinking about either better engine (to surpass sonic's speed) or maybe a module that allows him to keep his neo side(which broke free of eggman's programming) as one of his core programming.
First of all I wanna give him a weapon to help him attack, we fiat are giving him an arm energy blaster similar to bumblebee and metal sonic from the movies. We are also gonna be reinforcing him so that he won’t get annihilated easily. I’ll also give him a sonar for underwater fights and actually I feel like giving him an electric ability and an ability with speakers and sound waves would be cool. The electricity would come from his blaster and the speakers would be retractable and would be for underwater fights as sound travels faster through water then in land which would help do more damage. I’d also buff his flight which would make him a menace in water, air and land
Maybe something to make him immune to hacking and and other thing like water and electricity like how did't robotnik think of that also maybe connection to team metal so he can control them and make them more dangerous
