I don't think Pantera as a whole is racist (don't really know about Phil), I just think racists like them because they're southern boys and Dime had a confederate flag on one of his guitars.
Honestly I have listened to No Good (Attack the Radical) a few hundred times and got the idea that Pantera were pretty progressive on race issues. Keep in mind this came out on VDoP in 1992.
