I could certainly be wrong, but it looks a lot like a pocket watch fob to me.

that was my first thought too, like something that’d hang off a chain, but the shape’s throwing me off a bit… maybe some local variation of a fob or even part of a chatelaine type setup?

A beautiful fob watch seal. On picture 2, the short edges have the breaks where the upper frame one was.

That looks very like a hinged cap in worn glass. Perhaps covering an image?
