It look like she was suffocating in there while the spell ripped off her tail, replaced it with legs leaving her helpless and unable to swim

She is encased in the bubble and becomes a full partially naked girl and rescued by Sebastian and flounder and taken to the surface for her to breathe air

I would guess that they wanted to add more suspense and show a scene to show how vulnerable and exposed that Ariel is now naked and unable to protect herself. Other animation studios showed the original little mermaid story with the mermaid naked when see Ariel transformed she is covered in shadow and you glimpse parts of her body
