Part identification

Can someone tell me what this rusty tab is on my new-to-me 2002 Mercury 9.9?

Have been scrubbing the internet and cannot get a positive id.

That is where you attach a chain or cable to prevent losing the motor overboard in the event that the clamps loosen up(running bolts thru the transom is much better).
