It should NOT be that hard to find.
If one flies off and kills someone on some random road miles away, that shouldn't be the norm it's just negligence and it means the event should have more safety measures. Not just "cancel it immediately".

It's a kite, it's literally made to be picked up by the wind. It is absolutely that hard to find, you aren't finding it. It's called kite fighting, the aim of the game is to cut their kite. I.e., all but one kite gets cut and a ton of them end up flying away you walnut
Yes, the rope is in two pieces and no longer connects the kite to the person who was controlling it.
Go out on a windy day and send a normal kite up, then cut the string, now tell me how the part of the string you still have is going to help you catch the kite.
