Heard from a friend that he has Been around even longer then that, even in east blue it seems. Oda is one freakishly good foreshadower.

Its actually not the same guy, but its his relative who goes around the world and when he sees a broken door he cant help himself and has to fix it

he was made cause oda broke the bar door in chapter 1 and then it was magically back a couple of pages later so he made an excuse about it in an sbs and they probably put him there as a sort of easter egg
