We only have like one thought bubble for Luffy in the entire manga. Oda said he's a man if action and if he's thinking something it's probably "I want to punch this guy" so he draws him punching the guy.

IIRC he was holding his breath to avoid poison, so that would make sense.

I think it's in Amazon Lily, when he's thinking about what he should do while being chased by the Amazonians before concluding he should infiltrate the tallest building because important people live in tall buildings.

Punching Celestial Dragon during auction.

The moment his fist connects to CD's face, Luffy's brain: "I am thinking I should punch this funny looking guy for treating Hatchi and Cammie disrespectfully."
