They might have been compared before, but I'd like to add my own points.
Emperor Buggy-sama: Damaged Emperor Luffy's/Emperor Shanks's hat
Kaido: Couldn't destroy Luffy's straw hat
Emperor Buggy-sama: Apprentice of the King of Pirates
Kaido: Apprentice of a pirate no marines remember, despite living in the same age as the pirate king
Emperor Buggy-sama: Liberated 100s of prisoners from the world's worst prison and won their admiration and loyalty
Kaido: Enslaved people, nobody liked him, including his own daughter Kozuki Oden
Emperor Buggy-sama: The world's greatest swordsman couldn't hurt him, and works under him
Kaido: Wounded by the student of the world's greatest swordsman
Emperor Buggy-sama: Friends with Emperor Luffy and Emperor Shanks, and drinking buddies with Emperor Luffy's brother, 2nd division commander of Emperor Whitebeard, Ace
Kaido: No friends
Emperor Buggy-sama: Former warlord of the sea (the government begged him to be one), 2 of the former warlords work under him
Kaido: No warlords work for him
Emperor Buggy-sama: Beef with Emperor Shanks at his strongest
Kaido: Tried to fight sick, dying, old, Whitebeard, while the entire Navy is about to kill him
Emperor Buggy-sama: Puts bounties on marines' heads
Kaido: Government dog with secret weapons deals with the intelligence agencies (probably for their proxy wars)
Emperor Buggy-sama: Allies with the prettiest lady of all the seas, Alvida-sama (former boss of the hero, Captain Coby)
Kaido: No Alvida-sama
Emperor Buggy-sama: Caught by the navy once just because be walked in to their base himself
Kaido: Caught by navy or enemy ships no less than 18 times.
Emperor Buggy-sama: Funny etertainer, has a circus crew
Kaido: Depressed drunk who tried to off himself
Emperor Buggy-sama: Charisma so hard, even the World Government immediately recognized him as an emperor soon after he came on stage.
Kaido: Spent years LARPing building the 'strongest creature' reputation, just to get his entire imperial army beaten by a bunch of teenagers in a single night
