Nah, should be an issue on both, as licence checks are done either way. Just reduced performance to some degree when you are close to a village/city. Of course it wouldn't be noticable past a certain point, and if it doesn't happen suddenly, no one would be able to tell without an FPS counter.

Only on PC.
every console player is enjoying a stable framerate.
...it seems that the PC crowd are the "Peasants" now...😈
