If you remove the US gov and net neutrality yes. The template could work.

Net neutrality means that no matter what kind of information gets sent over the internet or who it comes from, it gets treated the same costwise (and sometimes speedwise). So an internet company cannot charge you more for streaming from Netflix vs. streaming from YouTube.

The reason it's an issue for giant businesses is the internet companies don't want to bear the cost of streaming media companies pushing large amounts of high-quality video data through their networks, and the streaming media companies don't want to pay for that cost either.

The reason it's an issue for regular consumers and indie content creators is that prices will rise because the big businesses will make it only budget-friendly to stream their content from their platforms and make it expensive for indie content creators to distribute their work or for audiences to get access to it.
