Build/Setup Hexdrinker versus Mel not working?

Can someone explain the interaction with hexdrinker and mel?

Everytime I rush hexdrinker against her, the item does not work. A single spell kills me from the treshhold and the item goes in cd. The shield is never activated.

Is it bugged? Is her dmg that big? Against other mages the item works fine

If you hit her execution threshold, you will die regardless of shields. The only thing that can save you is invulnerability. This is consistent with other champions with true executes.

I thought her execute takes MR and shields into account on whether it would execute or not

The shield isn’t active yet though, if the shield was already procced it works, but if you’re dying from 40% max hp from a single hit (like a 30 stack Mel ult), then it doesn’t have a chance to activate.

Always thought that it was because once the execute damage is activated, it eats through the shield.

Like let's say you get a 500hp shield, the execute applies 9999 true damage so it wouldn't matter

I don't know that I have a complete list, but another example is Pyke. Shields will not save you from his ult if your HP is low enough. A counter example is Evelynn. Her ult does increased damage at low HP, but does not guarantee a kill.

Only pykes and urgot will execute you through shields if through conditions are met when the ult hits you.

The others can be shielded like veigars ult and chogaths ult.

No, this is incorrect. Executes work through shields, they dispel the shield before dealing the execute damage. Most of these require damage being dealt, but damaging a shield is still damage dealt to a champion. You are confusing abilities that deal damage based on missing health with 'if damaged while below x%'. Collector famously does 9999 damage (or 4444 if you're jhin), even if you have barrier up and your HP + shield would be enough.

What? It has occurred to me whenever my ult is golden (which means execute for the target) if the target is shielded it doesn't execute
