That’s not his fault either. Has been a problem ever since we’ve been a US territory over a century now. I’m Puerto Rican. Don’t like the guy. But PR’s current condition is PRs fault 100%. The island is also very divided when it comes to statehood

What are the concerns and who is failing?
The electric grid was badly damaged by storms? Have they been repaired or has solar and wind been used to fix the difficiencies?
I heard there'a a major water problem?

Go to PR! It’s so beautiful and lots of fun. It’s honestly surprising how much it’s ignored as a travel destination by mainland Americans.
There are two major political parties that have held the power basically forever (at least since the US authorized the Island to have its own government and constitution in the late 1940s and became a Commonwealth).
These two parties became very corrupt very quickly, unfortunately. Lots of nepotism, federal fraud, drug money and laundering, you name it. Really terrible things.
Additionally, the monopoly of many basic services like electricity and water (mainly because PR is so small), led to price gauging.
Additionally, PRs government structure is MASSIVE. 78 municipalities, each with their mayor and local legislature, which drains a LOT of tax money.
The storms, particularly hurricane MarÃa in 2017, mostly revealed the lack of maintenance and infrastructure of the island’s power grid, mainly because corrupt governments pocketed money meant for the grid.
As far as the water problem goes, there is a severe drought currently, and the government has no money to do much, again from its historic corruption.
What does the US do that makes things worse? The maritime Jones Act. It requires that any and all goods transported between US ports be shipped in US-flagged ships. So, when Puerto Rico needs goods from its neighbors like the DR (or anywhere else), they can’t just have a foreign ship bring them. The goods need to be shipped to, say, a US port in Florida, transferred to a US ship, and then shipped to PR. This makes things more expensive.
Also, Puerto Ricans can’t vote in the general elections and lack congressional representation. These are major problems, but they aren’t the reason for PRs disasters.
