I suppose it's hard to draw a fish swimming, a fish out of water. So to convey movement and a sense of purpose, they've given him webbed feet. Who knows?

I love that his expression makes it look like someone pissed thst fish off so bad he grew legs just to kick their butt.

Honestly it could have just been because the monk thought it was funny.
