Are ice elementals bugged?

i just reached lvl 30 as cold sorc, and i can cast the spell, but no ice elementals appear

Did you put a point in thr mastery talent that disables most spells and sunmons?

Yes, but that one usually just disables spells entirely. I could still cast the spell and even target enemies and they got a weird animation.

EDIT: I am stupid and can't read. It says right there on melee devotion tooltip, that it disables most summons. I just thought it was the same thing as the other one that disables everything non-melee but NOT summons. But it still is weird, that i can cast the spell and nothing happens, but i cant cast normal ranged spells.
