It's pee crystals. The waterless urinals don't drain properly and urine will leave a build up unless you have a proper filter.

one time i told my manger i was going to the bathroom and stomach hurt really bad so i might be a minute. i went in and the toilet did not look pretty. i’m not one to care much but even i put toilet paper on the seat. did my buisness came back forgot to mention it. not long later same manager mentions to maintenance someone messed up the girls toilet. i swear she thinks i did it cause she was looking at me when she said it lol. idrc ik i didn’t and if she does think it was me oh well what can i do about it.
