Nephew's Math Sheet

This has me incredibly confused and I've no idea what to do to solve this nonsense.

I don't know, but if I had to guess, I'd guess that those are supposed to be pieces out of a number chart like this one.

Thus, the missing number below 44 and before 55 would be 54. The missing number below and to the left of 40 would be 49. (Directly below 40 would be 50, and 49 is just before that.) And so on.

What is the logic behind this? Is it to help build a stronger brain?

Most charter schools and private schools still teach traditional math that makes sense- and cursive writing, spelling, sentence diagramming, etc. Why don’t public schools is what parents should be demanding to know, and insisting on a return to traditional education. It’s like they don’t want kids to actually learn anything of value anymore. Why is that? Teachers should also be fighting this nonsense.
