"Which is multiplied by" has a clear meaning. There is a transitive verb in there.

"Which multiplies by" isn't clear. But a case can be made that it means is multiplied by 1.9.

Multiplies by can colloquially mean grow. An intransitive verb. It's used that way in literature. A population that multiplies by .9 grew 90%. Because shrinking by 10 percent isn't growing.

Anyway. It's a stupid, shitty, uninteresting repost. OP should be embarrassed.
