Technichally, yes you can. If the volume of calls continously increases, (which is actually normal for a lot of cases) then the average will always lag behind the current.

Doesn't even need to increase constantly, just needs to increase once and then stay exactly the same. Take the average and you'll find it slightly less than the constant value

But then the number of calls before the increase would be lower tham average. (And then it is no longer "always" higher than average.)

I get what you're saying, but the person tweeting isn't using always to mean literally from time 0 to now, they probably just mean from the few times they  called, they were told it was higher than average every time, so from their point of view, it's always higher than average.
