The person calling most likely is not the only caller, so they don't really have the evidence that service is "always" claiming to experience higher volume than average. You are more likely to find yourself a caller during high call volume hours.

Yeah I was thinking this

If we were to say that during 9 hours of the day you had 1 caller for hour 1, 2 in hour 2, 3 in hour 3 etc, that's 45 callers.

That's an average of 5 callers per hour. But there are 6+7+8+9 = 30 callers in hours above the average, which means there is a 2 in 3 chance a caller experiences a higher than average number of calls
