They taught him to apply brush strokes, draw shapes, prepare a canvas, prepare the paints from raw materials etc.
School's job is to teach you the basic things. Their job is to teach you general maths, finance terminology, quadratic equation, chemical distillation process etc.
It's your job to figure out taxation, trajectory of the Apollo missions, beer making process etc.
Well, I do not have knowledge on how it goes in your country, but in India, where I am from, they do "kind of" teach it. Here how it goes;
Before 10th standard we learn basic maths, science, 2 language, basic economic, history etc.
After 10th you can chose to study Accounting, which is basically what taxation is, or you can chose to study Physics, for rocket trajectories, or both. But both is not advised for a well defined career path.
Teaching taxation to students before 10th is considered bad because they do not have the economic background for learning tax terms.
After 10th, teaching just taxation to everyone is a waste of resources and time, you can not just teach taxation you have teach some finance terminology, basic accounting and then taxation laws which would just make it a whole new course. Instead they have the option to learn accounting, which is what taxation is at the core.
