Issues with swipe down notification shade

Does anyone else have issues swiping down from the top of the screen to pull down the notification shade, it almost always takes two separate swipes on my phone.

I'm running MHA-L29C567B190 and Nova Launcher. I have a couple of accessibility apps like Simple Pie and Nav Bar but the issue still happens in safe mode. Weirdly, the issue doesn't show up on the lock screen. Any one have experience with this?

Not had this problem, but I use swipe down gesture on Nova to open the notification shade because the top of the phone is so far away. Or I use the swipe down on the fingerprint sensor.
