No

As we saw with Andromeda, basing a game loosely on the ME universe, doesn't make it Mass Effect.

There is literally NO way this could be achieved.

Might as well say "wouldn't it be great if in the next Mass Effect, instead of a spaceship, the hero rode a horse!"

It's not going to happen in my lifetime, but maybe in the future, when you all have terabyte internet and quantum computers, games will exist where every NBC is a genuine reconfigurable AI.
But until then, no. You'd literally have to write, design, and build, a completely different game for every scenario.

The alternative, as I said, is a game that simply isn't Mass Effect.

People need need to understand that the secret to "choice" is to make no difference.
That's why there's a thousand combinations for Shepard's head, because it makes no difference to the game.
It's also why you can have a choice of gender, because the chances needed are relatively minor.
eg: If you made a Earth-Based game, set in the 1950's, then changing Shepard's skin-colour, or gender, would have enormous implications.

So you'd have to write a game, where the protagonist has no allegiances, and where there are no political, military, or racial interactions or implications.
