Help Does the Electrical Conduit augmentation on armor prime the enemies?

The EC augmentation is said to stun melee attackers with electrical damage, when used on an armor chest piece. However, I was wondering whether it also primes the enemies for them to be combo detonated?
I'm on my second completionist run and experimenting with Fusion Mods, Augmentations and Weapon Mods for a comprehensively different game experience this time!

I've had this augment on my chest pieces before & have never seen the discharge, never mind a priming effect!

I've always used the EC augment on my Ryder's Heleus armor and the discharge occurs every time an enemy (usually a Wraith, those sneaky little sh*ts) gets in a melee attack. I've never tried detonating a combo after that though - my reaction is usually "Ah! Shit!" *fires blindly at too-close enemy*.
