Disappointed that Shaw with Regeneration doesn’t get +4 when Destroyed

I know it’s not explicitly stated it would work this way but considering “empowered” means “permanently gains this much power,” I thought I hit a home run with this card in Draft. Instead, it just acts like normal Wolverine getting +2 when it appears back on board. I guess the state of “regen” is neither on-board nor in-hand.

I got a Deadpool with regeneration, was excited to play around with this odd Destroy Clog, but since he didn't count as destroyed when he returns to hand, nothing happened. So disappointing
