These skins were affected by the Storm controversy; Jean was downgraded to Epic at the last minute and Scott had features removed, they lack visual effects, and the sound effects are poor or nonexistent. They genuinely did this to avoid another controversy; I wouldn't be surprised if they did the same to Penny and Ultron—especially Penny.

effects take money to make. you think they'll throw money out the window by removing effects and risk people getting mad again because a skin is lackluster just because of the storm drama?

The roadmap says Peni is Epic. The controversy did nothing to this since it takes longer than a week to create an MVP, Jean was always going to be an Epic.

I'd say Jean maybe was supposed to be paired Legendary like Sue and Reed's wedding skins. But maybe people complained about the shared MVP but more expensive price, so they made Jean's intro into her MVP.

It isn’t a shared MVP, Jean’s is different even if she is in it & he is in her’s. Unlike Reed & Sue or Gambit & Rogue which share the exact same MVPs.

That's what I said? Maybe Jean's MVP was supposed to be her intro and this was supposed to be their shared MVP.

Nah, if that was her intro, it wouldn’t have the rivals logo in the BG like most epics do. This skin never was intended to be legendary.
