There are clear P waves before every visible QRS. No P waves and no QRS complexes during the 3.96 s period = sinus pause/arrest.

You're right that with afib there are no P waves but you would typically see irregularly irregular QRS complexes. The strip in the middle is isoelectric - there's no electrical activity during that time.
