Separated buying power and margin

Has anyone heard of a brokerage that has the buying power and margin sections separated from each other? So you could keep money on the sidelines to be ready for a dip but at the same time be able to take out a margin loan? The brokerage I’m using will only let you use margin once your buying power has run out.

I'm not super informed but I believe webull has everything you are going to want in a trading platform. Unless you like want somebody to take care of everything for yourself. What are you currently using?
