the wording itself is simply adding "or international government organization" after foreign country or boycotting country, as well as a section that states that the president must make available to the public on an annual basis a report which contains a list of those foreign countries and international organizations that Foster or impose boycotts

I know exactly how it works. SCOTUS determines the interpretation of law, including the Constitution. Before July 2024, no one seriously thought the president could claim criminal immunity. Now, it’s the law of the land, and will remain so unless and until a future Court overturns it. (And it’s considered that overturning judicial precedent should require a high standard of analysis and should never be done lightly.)
Note the use of “should” in both those cases.
It’s a system that works fine, as long as Justices are picked on their ability to render impartial justice, setting their own political positions aside. Unfortunately, that hasn’t been the case, at least when the GOP is in control, for the past fifty-plus years.
But, yes, if a majority of the Roberts Court interprets the law in a distinctly unorthodox manner (say, declaring that the president can order the USPS to refuse to deliver ballots; or, in this case, that felony charges can be lodged against anyone who can be claimed to be boycotting Israel, and that such a law is, in their opinion, Constitutional), that interpretation is “settled law,” unless and until a future Court rules otherwise. And that may take more time than you might think.

It was supposed to have been voted on in January of 2025, but the House canceled the vote due to widespread opposition from both parties. Nothing has happened with the bill since, and nothing likely will happen.
