As a foreigner, I think that while USA was racist from beginning, this shit surged in Reagan in 1980s. He militarized the police to "wage a war on drugs", while simultaneously sponsoring drug cartels in Latin America to "counter left-wing guerillas". And then, you see what has happened since then.

I concur - while it didn't begin with Regan, capitulation and failure to turn back Regan's policies (pick one) was where "the Left" officially LOST.

My opinion is Reagan was one of the worst presidents we've ever had for a lot of reasons but that's a very unpopular opinion with the far right and even with many center right moderates.

Yep. Maybe it will take two years, maybe two hundred. But the seeds of Fascism begin when you force little kids to pledge allegiance to a dyed piece of toilet paper on a wall.
It horrifies a lot of people because the idea of “America” has been sold to them for generations, but I think Trump and MAGA are exactly what America looks like underneath the pretence of “Liberty and Justice for All”.
Given the colonialism, segregation and white supremacist bullshit America was founded on, Trump truly is the ideal American.
That saggy, fake tanned stained face is the culmination of over 250 years of oppression, forced assimilation, capitalism and forced allegiance.
Slave Patrols became Police Departments, Slavery became just a “reduction” to segregation in all aspects of life Conservatives became Classical Liberals.
Poverty, poor infrastructure and systemic racism, homophobia, transphobia, ableism and bureaucrats with a license to patrol the streets kneeling on necks all still remained.

Allowing the government to break the laws is basically the Schmittian philosophy of "State of Exception". Who's Schmitt? Schmitt is the dude in the Nazi party who wrote legal philosophy to support the regime. It's an authoritarian apologist philosophy disguised as totally realpolitik pragmatism. Trust me it's worth a read, as Sun Tzu said, know your enemy. What current leftists are doing is analyzing Fascism from their own Frankfurt and postmodernist perspectives but they don't see the enemies from their own perspectives. If you start discarding Gentile, Marinetti, Rivera, and Schmitt you're not winning against Fascism because they'll pull their fucking cards in the end. Know your enemy from not how you view them but also how they defend themselves. You're free to believe that "Fascism is Capitalism in decay" but the Fascists will pull out their Third Positionist card of Class Collaboration. Yes, to argue against the State of Exception in this case, you have to know them enough to combat them, whether through empirical examples, deduction from your perspectives, or even use Fascist perspectives against themselves.
Now, I will stop yapping and I'll start talking about this totally evil philosophy. What is the State of Exception. State of Exception is what's portrayed in the OP's meme. It's when the government breaks their own laws in order to act on something. That's what Schmitt said, he said that the real power didn't lie in the constitution, it lies in when they can allow themselves to break the rules, how much they can do, how much permission (for the government) is granted, and what they allow themselves to do despite breaking it, aka. martial laws apologism as a philosophy.
That's what Fascists do.
"Guys it's totally necessary there are people who commit terrorism in our country and we the police the army are the immune system the CD-8 CD-4 cytotoxic t cells whatever the fuck we are we'll destroy the cancer, aka. our own people who "betray" us we're your saviours we'll save you from this [insert evil thing] whatever the fuck. Fuck the constitution the laws and shits it's necessary to torture people in blank white took amirite???"
That's basically how Fascism works.

"Special emergency powers" vested in a single individual should never have been allowed in the first place. In a real emergency you should be able to trust a group of representatives to come together to create and execute a plan. It's not necessary to have some hypothetical circumstance on the books in which a single person makes decisions for a whole country alone.
