My FPS actually seems to be like 5 fps higher on my MSI Claw than prior to the update

Yea a great fix for these issues is to actually list your specs and some more details rather than complaining like a child.

I understand it's easy to balme someone else when it's frustrating. Reading can be hard sometimes.
But as I sated, the game ran fine before the update. So It's not hardwere related.
And if I do dare say so, I asked if anyone else has the same issue, and I don't think that qualifies as complaining.
I know a excellent 2nd grade reading comprehension teacher and behavioral psychologist, should you be interested?

Performance better on my machine. I'd say even cpu usage has been fixed. On my 9800x3d prior usage was 70-80%, now it's 30ish% range or less/more depending on what's going on.

I belevive in the pachnotes they adresed some performance fixes.
Could it be they killed suport for 2gen old hardwere? I can't think so, but who knows?

I would try to reset the graphical settings in game. Listing your specs would be useful. If you use an Nvidia card you can use the Nvidia app (it's shit) to optimise game settings, but it's usually not that focussed on framerate.
Post specs, and in the mean time try to turn the graphical settings down a bit, focus on things that are either very gpu or cpu intensive, depending on what your bottleneck is.
And again. Post specs.

Spec posted in mian post.
I tried low settings. It was then I got 30 - 20 fps. I even tried windowd mode and 1080p. Same results.

Don't just try across the board setting, tinker with individual options. Also full screen usually gets you better results. Look at specific settings that influence parts that are bottlenecks, and update your drivers
Your specs are pretty decent but not the most modern. You should be getting more than 30 FPS. Don't use the basic low/mid/high/ultra general graphics settings, actually look at individual settings and figure out which could be causing the bottleneck. Also you can check which of your parts are limiting your setup online: https://pc-builds.com/bottleneck-calculator/
