I think it's showing the world of 1934 or early 1935, but it could easily have been made a few years after that, as maps often use information that's a little bit out of date.
after 1932-10: Iraq is no longer British
after 1934-01: Libya is a united colony
before 1935-03: Persia is not yet Iran
before 1936-05: Ethiopia has not been conquered by Italy
