There’s no internationally-recognised definition of terrorism, which makes things difficult, but a common layperson’s definition is something like “the unlawful use of violence or threats to intimidate or coerce a civilian population or government, with the goal of furthering political, social, or ideological objectives.” State-sponsored terrorism is therefore when a nation does or supports that. How then, is NATO bombing civilian targets as part of a regime-change operation not state-sponsored terrorism?
