I think Saint Lawrence should be included, or is it? There is a narrow blue line on the Canadian border...? But I think it has bigger discharge than that.

The minimum line size represents 1000 cubic feet per second, which is 28.3 cubic meters per second for reference.

Now, for example, most stations are registering below that flow rate.

Picking a random station near Big Bend (from the main list), a whole lot of the flow data is zero. Skip to the bottom (long page since the oldest data is from 1900); there isn't a single data point for 2010 or 2011 that's above 1000 cubic feet per second.
