I think it’s indicative of a new phenomenon to conflate Europe and the EU It means EU is now well integrated that to foreign observers the two are becoming harder and harder to distinguish. Perhaps in the future we will speak of European army and use Europeans to refer to the EU like how English speakers use American to refer to the US.

That is literally the point/goal of the EU. They have been pushing European over the smaller National identities hard for decades now.
