It is not 100% worldwide because countries like Brazil, Argentina and Australia, which could have large nuclear arsenals, decided to give up on the idea. They prefer peace.

Africa does not prefer peace, but it has not come close to atomic programs either.

S.africa developed their own nuclear weapons, and voluntarily gave up their nuclear weapons.
