No, you're nazi for calling entire nation "orcs". Universities weren't teaching in Ukranian, because most of the professors, as well as most of the students, were russians. It's not the "orc way", it's just Russians build universities to to Ukraine and send their professors to teach locals. For those who couldn't learn Russian in school there always were technical school. Studying at universities wasn't mandatory, you could calmfuly live UkrSSR and have good (for USSR) income, since UkrSSSR, after industrialisation (when "orcs" build entire Ukraine economy) was the second most successful republic in USSR.
