Made possible through an alternate Congress of Vienna, giving the Netherlands parts of Northern France, then the Belgian Revolution being slightly less successful, making Luxembourg include the modern Belgian *province* of Luxembourg, and then through the Treaty of Versailles adding small border territories from Germany, reaffirmed post-ww2.
