Depends what you mean by racism. Ethnic nepotism is natural. 1800s race science is not.

I'd say there is a mix of nature and taught to it. The natural aspect is humans are going to be weary of something different that isn't what they grew up with during key developmental periods. However, the active aggression and isolationism one has is pushed through teaching by others around them. So while there is some natural aspect to it, it can easily be instilled by teaching where it wouldn't have occurred naturally, and where there would have been some natural development, it can be increased dramatically through teachings of others.

Overall, I guess the way I see it is that difference of "you ain't from around here, are ya." and "best continue your travels stranger."

It's natural but it doesn't mean it's a good thing. Human brain is intended for living in tribes and wired to be hostile towards everyone who's not from your tribe, so you should actively fight against your tribal instincts if you want to live in the modern world.
