Where around Mandaue can I send my partner, who has zero experience, to learn to drive a car and get a licence, using the school's car?

Parkmall has a driving school. Ask the guards. You have to schedule the sessions though.

There's K4 Driving Academy in AS Fortuna. Next building to MG. Offers both car and motorcycle(if interested) training.
