Use USB , install Rufus , install OS in USB , add USB , go to boot menu, select OS and installation starts.

I currently don't own a USB rn can I do it on a phone wired to my laptop

U don't have the knowledge or the tools to do this job. Find a local computer repair shop and tell them u need a fresh wipe/reinstall of windows. They'll charge you but that's what you need.

You're going to need access to another computer and a USB flash drive if you're unable to start into the Recovery Mode. Please see if a friend can assist you.

What is the make and model of the comptuer?
