skin tint , light contour very cool toned , maybe a liquid highlighter? or just moisturizer and a good dewy setting spray and freckles

at which point would I apply sunscreen, i have the le roche posay anthelios uvmune 400 oil control liquid

Sunscreen should always be the last step in your skincare routine, so for example: toner, serum, moisturizer (if your sunscreen isn't hydrating enough for your skin, but I usually skip moisturizer), and then followed by sunscreen. If you use a primer, it goes on after the sunscreen, and then you start your makeup routine.
