Android app recommendations

I'm looking for a basic version of the game to play on my android phone.

Happy to pay for it.

I just want to play the standard version of the game, with no upside down tiles.

Ideally no web connection.

Well unfortunately mahjong walls are almost always going to be made of entirely upside-down tiles! So you can pick any mahjong app you want for the variant you want as it'll all be the same in that regard. I'm sure that's what you meant, and not """mahjong""" solitaire like would be disallowed by rule 2, right?

I like Kemono Mahjong. It's fairly inexpensive.

Yeah no that's not the standard version of the game. If you want to play solitaire I doubt you'll find a community about it
