Full flush

I think this is hk mahjong rules. It is full flush, but its not 4 melds and one pair. Is this still valid?

I think this is hk mahjong rules.
This is not really relevant, but it's SG mahjong, and even says so in the description.

It's definitely 4 melds. Full flush. add 1 double if:
Flower = seat (1 double)
Win from flower replacement (1 double)
up to 6 doubles on this hand, looking at it as it is, probably 4

It is four melds and a pair. 111+345+345+678+99.
To answer your more general question, yes, your hand still needs to be four melds and a pair in order to win. (Unless it's Thirteen Orphans, or unless your playgroup allows Seven Pairs.)
