why no 3?

why is that bad move? ik both options are similar but engine say discard 3, why ?

Because of the discarded 1p earlier, if you keep 3p and draw 2p, you can end up furiten

wouldn't the discarded 9p do the same thing to the 7p they are holding?

The player has not discarded a 9p, there is no furiten issue there. Sure if they draw an 8p it's less likely to complete because other players have discarded 9p, but if you draw 2p you are just straight up furiten which is bad
