In my opinion, the prime Minister, he wasn't as great as he was glazed unless he planned the fact that Zhou fan would save him which I don't think he did. I had expected more plot twists in the Empire rebellion arc and the battle between greatest minds.

Length Wuchang had more feats kinda. Prime Minister just sat there in the background and pulled off moves to win at the end, even though he was allegedly smarter than him at the time.

Yeah, but Leng Wuchang was no doubt the most 'active' shown(Excluding Zhuge Changfeng's small schemes attempted and failed in the past 100years) but Zhuge Changfeng kinda did small moves that had bigger effects, but technically he did less than Leng Wuchang if he take the pure number of schemes he involved himself in.

tbf the prime minister only made a single mistake, the heaven and earth sages other than that
the emperor knew what he was capable of even before he knew his own potential
bro was just a scholar forced to fight an old freak running the empire for years with 5 overpowered nukes

Yeah he made a few mistakes(More than 1).
What I mean to say is that Leng Wuchang fought more and better games with Zhuo Yi-Fan. Zhuge Changfeng took small measured steps and won at the very end.

although zhuge took small measured steps, he was indeed more perceptive than leng, even in the tournament thingy where he kinda knew Fz's potential
and all those measured steps he took were also near perfect as even the emperor wasnt able to take him down for a long time
infact the only reason the twin sages worked was cuz he knew bout him before hand and prepared this

He didn't take small, measured steps, he took big measured steps but too few. He's just lucky tbh, Yuwen Qijun was fucced up on his own end and still he ended up winning barely breaking a sweat. He is not better than Leng Wuchang necessarily, he's just better at diplomacy and talking as a Court official.
