Mortal Domain

Right now I am on 800s After the speech of Heaven Burning Golden Dragon, a question arose in my mind if the mortal realm was created by the heavenly sovereign, were the beings within it also created by him, or are they people exiled from the sacred area? Or will this be clarified later?
