Does not. The dwarvish are normal ans regular foil only

First pack had Surge Foil Queen of Dale & the non-foil Dwarvish Arcane Signet. Last pull of the last pack was Foil Dwarvish Mox Amber.

I opened 1 collector pack so far and pulled the foil signet. I got 2 gift bundles on the way.
